Extending hours of operation at The Dump
[1 of 11] Veolia's planning proposal to operate the municipal WTS and MRF for up to 15 hours a day for 363 days per year was granted by the Planning Committee at their meeting on Wednesday 7th August 2013.

This is one of the quickest dashes (from formal public consultation period to planning committee meeting) that I have ever known. See The Plans List for the meeting. 18 objections were recorded in The Plans List. A further 45 objections were recorded in "the late list". The late deadline for comments was Friday noon 2nd Aug 2013.

Details of Application BH2013/02219 Veolia Environmental Services South Down Ltd
Hollingdean Lane Brighton Application for variation of conditions 3 and 4 (relate to opening hours), 5 and 6 (relate to HGV movements) and removal of condition 21 of application BH2011/03179 (Original application number BH2006/00900) to allow operational changes to the Materials Recovery Facility (MRF) and Waste Transfer Station (WTS), including 0700 - 2200 opening of the MRF and WTS Monday to Sunday including Bank Holidays and 0630 - 2200 for HGV movements Monday to Sunday including Bank Holidays.

Condition 3: operating hours of MRFCondition 3 - Recyclable materials shall only be received, and processed materials shall only be removed, from the Materials Recovery Facility building between the hours of 07.00 to 19.00 Monday to Friday, 07.30 and 16.00 on Saturdays following a Bank Holiday and not at anytime on Sundays or Bank Holidays unless first agreed in writing by the Local Planning Authority. Internal start-up and shut-down operations within the Materials Recovery Facility building shall not extend beyond 30 minutes either side of these hours. Reason: To protect the amenity of the occupiers of nearby residential properties and the amenity of the locality in general, to comply with policies QD27 and SU10 of the Brighton and Hove Local Plan and WLP1 and WLP35 of the East Sussex and Brighton and Hove Waste Local Plan. Approved 2013 changes to condition 3
later closure and extend operation (07.00 - 22.00 hrs) to Saturdays, Sundays & Bank Holidays Application BH2013/02219 proposes that the closing time of the Materials Recovery Facility should be extended from 19.00 hours to 22.00 hours on Monday to Friday.
Application BH2013/02219 also proposes that the receipt, handling and removal of recylables should now be permitted on Saturdays, Sundays and Bank Holidays between 07.00 hours and 22.00 hours..
Condition 4: operating hours of WTS
Condition 4 - With the exception of vehicles and activities associated with the handling of street cleansing waste and communal bins, waste materials shall only be received, handled and removed from the Waste Transfer Station between the hours of 06.30 to 18.30 Monday to Friday, 07.30 and 16.00 on Saturdays following a Bank Holiday and not at anytime on Sundays or Bank Holidays unless first agreed in writing by the Local Planning Authority. Reason: To protect the amenity of the occupiers of nearby residential properties and the amenity of the locality in general, to comply with policies QD27 and SU10 of the Brighton and Hove Local Plan and WLP1 and WLP35 of the East Sussex and Brighton and Hove Waste Local Plan. Approved 2013 changes to condition 4
later closure and extend operation (07.00 - 22.00 hrs) to Saturdays, Sundays & Bank Holidays Application BH2013/02219 proposes that the closing time of the Waste Transfer Station should be extended from 18.30 hours to 22.00 hours on Monday to Friday.
Application BH2013/02219 also proposes that the receipt, handling and removal of waste materials should now be permitted on Saturdays, Sundays and Bank Holidays between 07.00 hours and 22.00 hours.
Condition 5 HGV movements -permitted times for the receipt/handling of waste materials associated with communal bins
5 Waste materials associated with communal bins shall only be received and handled by the Waste Transfer Station between the hours of 06.00 - 22.00 hours Monday to Saturdays and not at and not at anytime on Sundays or Bank Holidays and a maximum of 24 loads only shall be deposited per day except where these times/number of loads are otherwise agreed in writing by the Local Planning Authority.
Reason: To protect the amenity of the occupiers of nearby residential properties and the amenity of the locality in general, to comply with policies QD27 and SU10 of the Brighton and Hove Local Plan and WLP1 and WLP35 of the East Sussex and Brighton and Hove Waste Local Plan. Condition 6 HGV movements - restrictions on street cleansing operations
6 Waste materials and activities associated with the handling of street cleansing waste shall be restricted to a maximum of 15 loads per day except where such operations are required in connection with major events and festivals.
Reason: To protect the amenity of the occupiers of nearby residential properties and the amenity of the locality in general, to comply with policies QD27 and SU10 of the Brighton and Hove Local Plan and WLP1 and WLP35 of the East Sussex and Brighton and Hove Waste Local Plan. Approved 2013 changes to condition 6
extend operating days (06.30 - 22.00 hrs) to Sundays & Bank Holidays
Condition 21 - proposed removal
21 No material shall be deposited at the site other than clean, uncontaminated naturally occurring excavated material, brick and concrete rubble only.
Reason: To prevent pollution of the water environment to comply with policy SU3 of the Brighton and Hove Local Plan and WLP1, WLP35 and WLP38 of the East Sussex and Brighton and Hove Waste Local Plan.
